Constitution

Article I - Name and Organization 

SECTION 1.  The name of this organization shall be the Nebraska Association of Special Education Supervisors, hereinafter referred to as NASES or the Association.

SECTION 2.  The Association shall be a state wide organization with a regional structure consistent with the regions of the Nebraska Council of School Administrators, hereinafter referred to as NCSA.

Article II - Purpose

The purpose of the Association shall be:

  1. to promote the education of exceptional children and youth; and
  2. to enhance the professional development of individuals involved in the administration and supervision of special education programs.

Article III - Affiliation

SECTION 1.  The Association shall be a member affiliate of NCSA and shall accept all rights, benefits and privileges associated with such affiliation on behalf of the NASES membership.

SECTION 2.  The Association shall be recognized as the Nebraska chapter and state affiliate of the Council of Administrators of Special Education, hereinafter referred to as CASE.

Article IV - Membership

SECTION 1.  Active and associate memberships in the Association may be obtained by qualified individuals through concurrent membership in NCSA and upon payment of appropriate dues as established by NCSA.

SECTION 2.  Membership in CASE shall not be required for membership in the Association.

Article V - Officers

SECTION 1.  The officers of the Association shall be a statewide elected President, 1st Vice-President/President-elect, 2nd Vice-President, Past President, Secretary, and CASE Officer. In addition, the Nebraska Association of Retired School Administrators, hereinafter referred to as NARSA, shall appoint one (1) member of its organization to serve as an officer of the Association in the capacity of NARSA Representative.

SECTION 2.  The officers shall comprise the membership of the Executive Committee of the Association.

SECTION 3.  The President, President-elect and Past President shall represent the Association on the NCSA Executive Board

SECTION 4. Following election to the office of 2nd Vice-President, progression shall be as follows: 2nd Vice-President, 1st Vice-President/President-elect, President, Past President.

SECTION 5. All officers except the Secretary and CASE Officer shall serve a term of one (1) year. The Secretary and CASE Officer shall serve a term of three (3) years. All terms of elected and appointed officers shall commence on the first (1st) day of September immediately following election or appointment.

Article VI - Board of Directors

SECTION 1.  The Board of Directors shall be comprised of the members of the Executive Committee and one (1) Regional Representative elected from each of the five (5) NASES regions.

SECTION 2.  The Board of Directors shall constitute the official governing body of the Association and shall act on all matters relevant to the business of the Association 

Article VII - Committees

SECTION 1.  The Board of Directors shall have the authority to create standing and special committees and shall further have the authority to designate the charge of each such committee.

SECTION 2.  The President of the Association shall be empowered to appoint members of the Association to standing and special committees as created by the Board of Directors.

Article VIII - Meetings

SECTION 1.  Meetings of the Executive Committee shall be as scheduled by the President or a majority of the officers.

SECTION 2.  The Board of Directors shall convene not less than two (2) meetings annually.  Meetings of the Board of Directors shall be scheduled by the President or a majority of the members of the Board of Directors.

SECTION 3.  At least one (1) meeting of the general membership of the Association shall be convened annually.  Meetings of the general membership of the Association shall be scheduled by the Board of Directors.

Article IX - Amendments

Amendments to this Constitution may be made at an officially called meeting of the general membership or by mail ballot of all members of the Association.  Amendments may be adopted by a two-thirds (2/3s) vote of returning ballots or two-thirds (2/3s) consent of voting members present.  Proposed amendments must be sent to members at least thirty (30) days prior to any vote.
