Constitution

Article I - Name

This Association is an affiliate of the Nebraska Council of School Administrators. It shall be called, “The Nebraska Association of School Administrators.”

Article II - Objective

The Association shall promote the general welfare of educational administration and supervision and promote professional activities for the members.

The objectives of this organization are:  to provide an opportunity for continuing study of the mutual professional problems facing school administrators; to make its members aware of public educational issues; to provide a forum for the discussion of such issues; to formulate positions on such issues; to establish close and continuous communication and cooperation in matters of mutual concern to all levels of school administrators; to render appropriate professional assistance to the membership upon request; and to cooperate with other organizations in the promotion of effective education.

Article III - Membership

SECTION 1. Membership in the Nebraska Association of School Administrators shall be in conjunction with active membership in the Nebraska Council of School Administrators.

SECTION 2. All persons shall be eligible for active membership who hold the appropriate Nebraska Administrative and Supervisory Certificates, and who in addition qualify under one or more of the following:

A. Superintendents of any public or nonpublic school system;

B. Any central office administrator;

C. Educational service unit administrators and directors;

D. Chief administrators and professors of Nebraska higher education institutions; and

E. The Commissioner of Education and directors of the Nebraska Department of Education.

Article IV - State Officers

SECTION 1. The state officers of this Association shall be a President, President-Elect, Past President, and Secretary.  The President-elect shall be elected at large from the membership by U.S. Postal Service or electronic mail ballot.  The Secretary shall be appointed by the Executive Board.  Each term of office shall be for a period of one year, except for the office of Secretary, which shall be a period of two years.  The state officers of the Nebraska Association of School Administrators shall be voting members of the NASA Executive Board.  The NASA President, President-Elect, and Past President shall also serve as voting members of the Nebraska Council of School Administrators Executive Board.

SECTION 2. The activities of the Nebraska Association of School Administrators and the Nebraska Council of School Administrators shall be coordinated.

Article V - Executive Board

The Executive Board of the Association shall consist of the state officers, the NARSA Representative, and fifteen additional members who shall be composed of three representatives from each of the five Association regions. The Executive members shall be elected to three-year terms, five members being elected annually.

Article VI - Committees

The President shall appoint such standing and/or temporary committees as may be deemed desirable or as may be recommended by the Executive Board or by the membership acting in business session. 

Article VII - Meetings

All meetings of the Nebraska Association of School Administrators shall be designated by the President or the Executive Board and scheduled with the Executive Director of the Nebraska Council of School Administrators.

Article VIII - Referendum

The Secretary must submit for referendum vote any proposition (including amendments to the Constitution or Bylaws) that has written endorsement of fifteen percent of the active membership of the Association or that is ordered by the Executive Board.

Article IX - Amendments

This Constitution may be amended by an affirmative two-thirds vote of those voting at any regular or special meeting of the NASA Executive Board provided that any such amendment is sent to each member of the Board at least ten (10) days prior to such meeting and vote.  If approved by the NASA Executive Board, the amendment also must be approved by the NASA active membership by an affirmative vote of those voting through an election via U.S. Postal Service or electronic ballot.
