Bylaws

The name of the state organization shall be the Nebraska Association of Retired School Administrators (NARSA), hereinafter "Association."

ARTICLE I - PURPOSE

Section 1. NARSA shall be committed to keeping its members informed and involved in the improvement of education in Nebraska. In pursuing this commitment, NARSA shall maintain professional affiliation, continue supporting the profession, keep in touch with educational issues, be available for service at seminars and workshops, serve as a mentor for a practicing administrator, and volunteer for NCSA member services.

Section 2. The Association shall also be concerned with the issues of retired NCSA and NARSA members.

ARTICLE II - AFFILIATION

Section 1. The Association shall be an affiliate of the Nebraska Council of School Administrators. Nothing in the NARSA Bylaws shall conflict with the NCSA Constitution and Bylaws.

ARTICLE III - MEMBERSHIP

Section 1. A prospective NARSA member must have been an active NCSA member for at least three consecutive years immediately prior to joining NARSA, except that payment of dues equal to the amount of three consecutive years of active membership may be paid in lieu of actual active membership. Active membership is open to all persons who have served in an administrative position in Nebraska schools and upon payment of membership dues, contingent upon their NCSA membership.

Section 2. Questions as to the qualifications of membership shall be ruled upon by the NARSA Executive Board, according to consultation with the NCSA director.

Section 3. Honorary life members of the Nebraska Council of School Administrators may affiliate with this organization.

ARTICLE IV - OFFICERS

Section 1. The officers of this Association shall be President and Secretary. Officers shall be elected by the NARSA Executive Board.

Section 2. The officers of this organization shall be current members of the NARSA Executive Board.

Section 3. Officers shall be elected prior to the first day of September, and will assume office on the first day of September after such election. The term of office for all officers shall be two (2) years.

Section 4. The Secretary shall assume the office of the President any time there is a vacancy in the office of President. Vacancy in the office of the Secretary shall be filled by a special election of the NARSA Executive Board.

Section 5. Roberts Rules of Order, revised, shall be the authority on all questions of procedure.

Section 6. The duties of the officers of the Association shall be those which customarily fall upon such officers.

ARTICLE V - EXECUTIVE COMMITTEE

The NARSA Executive Committee shall be comprised of the President and Secretary. The NARSA Executive Committee may meet between regular meetings of the NARSA Executive Board as determined by the President.

ARTICLE VI - EXECUTIVE BOARD

Section 1. The NARSA Executive Board shall consist of one (1) NARSA member from each of the five (5) member active associations of the Nebraska Council of School Administrators.  NARSA Executive Board members shall be nominated by the NCSA Executive Director and confirmed by the NCSA Executive Board.

Section 2. The NARSA Executive Board shall be charged with the responsibility of formulating and recommending for acceptance by the membership, an effective program of work activities and public relations for the Association and of suggesting procedures and policies related thereto.

Section 3. Each affiliate representative of the NARSA Executive Board shall serve as liaison representative to his/her respective active affiliate governing body. The affiliate representative shall attend active affiliate governing body meetings, and shall report to the NARSA Executive Board

Section 4. Members of the NARSA Executive Board shall serve a term of three (3) years, and may be appointed to a second term of office.

Section 5. The NARSA Executive Board may meet officially not more than two (2) times each year. Mileage for NARSA Executive Board members' attendance at each of these official meetings shall be vouchered and reimbursed. A majority, consisting of more than half of the NARSA Executive Board members, must be present for the purpose of transacting business.

ARTICLE VII - REPRESENTATION ON THE NCSA EXECUTIVE BOARD

The President of NARSA shall serve as a voting member of the Executive Board of NCSA.

ARTICLE VIII - COMMITTEES

Section 1. The President shall appoint such standing or ad hoc committees as may be deemed necessary, or as may be recommended by the majority of the NARSA Executive Board.

Section 2. One member of the NARSA Executive Board, who is not a NARSA officer, shall annually be selected to serve as NARSA liaison to the NCSA Legislative Committee.

Section 3. One member of the NARSA Executive Board, who is not a NARSA officer, shall annually be selected to serve as NARSA liaison to the NCSA Administrators' Days Planning Committee.

Section 4. One member of the NARSA Executive Board, who is not a NARSA officer, shall annually be selected to serve as NARSA Activities Liaison to coordinate social activities with the NCSA staff.

ARTICLE IX - AMENDMENTS

Section 1. Proposed amendments or additions to these Bylaws may be made at any meeting of the NARSA Executive Board by a majority vote of the members of said Board present and voting.

Section 2. A draft of such proposed amendments or additions must be submitted to the members of NARSA Executive Board at least ten days prior to its presentation for adoption.  The notice shall state the time and place of the presentation of such proposed amendments.
