Executive Director
Dr. Michael S. Dulaney

Duties of the NCSA Executive Director are generally outlined in Article VI of the NCSA Bylaws.  The Executive Director is appointed and annually evaluated by the NCSA Executive Board.  Specific duties include:

  • Reports directly to Chair of the Executive Board

  • Be a visionary leader for the organization and a guardian of the interests of its members

  • Actively promote the retention of existing members and recruitment of new members

  • Direct and coordinate all activities, issues and affairs of the Council

  • Coordinate all activities of the Executive Board and prepare/distribute agendas and materials for board meetings

  • Primary public and internal spokesperson for the Council

  • Supervise staff and coordinate all programs and services

  • Maintain and coordinate the Legal Defense Program

  • Serve as a voting member of the Educators Health Alliance (EHA) Board of Directors

  • Serve as chief registered lobbyist on state legislative and administrative issues; coordinate activities of the NCSA Legislative Committee; coordinate legislative conferences and other related events; write and publish NCSA Legislative Summary newsletter

  • Management editor and co-coordinator of production of the NCSA Today publication; share responsibility to produce article from the executive offices for each edition

  • Direction of the training and development program and services; avail expertise and provide instruction in such areas of professional training as qualified

  • Supervise the activities and affairs of each affiliate association of the Council; coordinate with the executive officers of each affiliate association of the Council; ensure adequate and equitable resources and staff attention to each affiliate association of the Council

  • Webmaster and coordinator of all NCSA websites

  • Promote positive relationships and coalition-building among and between other education entities.

  • Individual member issue intervention on specific personal or professional issues

  • Maintenance of NCSA personal and real property

  • Attend and participate at meetings, conferences and events that have a direct or tangential impact on the affairs of the Council

  • Other duties as prescribed by the Executive Board
