NASA Constitution


(Revised November, 1991)

Article I - Name

This Association is an affiliate of the Nebraska Council of School Administrators.  It shall be called, "The Nebraska Association of School Administrators."

Article II - Objective

The Association shall promote the general welfare of educational administration and supervision and promote professional activities for the members.

The objectives of this organization are: to provide an opportunity for continuing study of the mutual professional problems facing school administrators; to make its members aware of public educational issues; to provide a forum for the discussion of such issues; to formulate positions on such issues; to establish close and continuous communication and cooperation in matters of mutual concern to all levels of school administrators; to render appropriate professional assistance to the membership upon request; and to cooperate with other organizations in the promotion of effective education.

Article III - Membership

SECTION 1.  Membership in the Nebraska Association of School Administrators shall be through active membership in the Nebraska Council of School Administrators.

SECTION 2.  All persons shall be eligible for active membership who hold the appropriate Nebraska Administrative and Supervisory Certificates; who meet the requirements for membership in their national affiliate organization, and who in addition qualify under one or more subheads of this section:

A.
(1)  County superintendents and educational service unit administrators and their administrative assistant.
(2)  Chief administrators and administrative assistants of area community and vocational-technical colleges.
(3)  Superintendents and administrative assistants of any public or nonpublic school system.
B.

(1)  The State Commissioner of Education and members of the Department of Education administrative staff.
(2)  Administrators or staff members of the Department of Education of any approved teacher training institution of Nebraska.
C.

(1)  Any principal and/or administrative assistants.
D.

(1)  Any full-time graduate student in Educational Administration may become an associate member.
SECTION 3.  Honorary members of the Association may be appointed by the Executive Committee.

Article IV - Officers

SECTION 1.  The officers of this Association shall be a President, a President-Elect, and a Secretary to be elected at large from the membership by mail ballot.  Each term of office shall be for a period of one year.  The officers of the Nebraska Association of School Administrators shall be members of the Executive Board of both the Nebraska Association of School Administrators and the Nebraska Council of School Administra-tors.

SECTION 2.  The activities of the Nebraska Association of School Administrators and the Nebraska Council of School Administrators shall be coordinated.

Article V - Executive Committee

The Executive Committee of the Association shall consist of the elected officers, the immediate Past-President and fifteen additional members who shall be composed of three representatives from each of the five Association regions.  The Executive members shall be elected to three-year terms, five members being elected annually.

Article VI - Committees

The President shall appoint such standing and/or temporary committees as may be deemed desirable or as may be recommended by the Executive Committee or by the membership acting in business session.

Article VII - Meetings

All meetings of the Nebraska Association of School Administrators shall be designated by the President or the Executive Committee and scheduled with the Executive Director of the Nebraska Council of School Administrators.

Article VIII - Referendum

The Secretary must submit for referendum vote any proposition (including amendments to the constitution or bylaws) that has written endorsement of fifteen percent of the active membership of the Association or that is ordered by the Executive Committee.

Article IX - Amendments

This constitution may be amended:

(A)  by a two-thirds affirmative vote of the active membership present and voting at any business session of the Association (see ARTICLE VII MEETINGS) provided that the proposed amendment has been read to the membership and has been submitted in writing to the Secretary at a previous business session; or

(B)  by the referendum vote provided that at least sixty-five percent of the members file ballots and that a majority of the votes shall be in favor of the amendment; or, if the total vote be less than sixty-five percent provided that the number of affirmative votes cast shall be greater in number than one-half the current active membership.

(It is the intention of paragraph "A" to permit an amendment to be presented at one business session and the vote to be taken at another business session later in the day or days during a scheduled meeting of the Association.)
